Call For Expressions Of Interest-Roster Of Experts to cover proceedings of Ordinary Sessions of the African Commission on Human and Peoples’ Rights (ACHPR)

Purpose: To serve on the Roster of Experts to cover proceedings of  Ordinary Sessions of the African Commission on Human and Peoples’ Rights (ACHPR)- Public Sessions ONLY

Nature of Sessions: Public Sessions

Language requirement: English, with French being an advantage

Duration of Roster: 2 years (1st  October to 30th September 2023)

Station: Home based-Virtual (with the possibility of travel for on-site Sessions)

 

Background information:

  1. The ACHPR is a quasi-judicial body established under Article 30 of the African Charter on Human and Peoples’ Rights (the African Charter) which came into force in 1986, to promote human rights and ensure their protection throughout Africa.  The mandate of the ACHPR is couched in Articles 45 and 46 of the African Charter.
  2. According to Rule 27 of the ACHPR’s Rules of Procedure 2020, the ACHPR holds Ordinary and Extraordinary Sessions, to enable it to satisfactorily carry out its functions in conformity with the African Charter. Rule 28 of the same Rules mandates the ACHPR to hold four (4) Ordinary Sessions per year, while Rule 29 allows the ACHPR to convene Extra-Ordinary Sessions as the need arises. During Public Sessions of the ACHPR, a Report of the proceedings is prepared for record keeping, and/or adoption by the plenary.
  3. The Secretariat of the ACHPR intends to engage Experts to provide quality support during the ACHPR’s Public Sessions. Selected Experts will remain on the Roster for a period of two (2) years.

Specific Terms of Reference– Description of Assignment:

  1. Under the overall supervision of the Acting Secretary of the ACHPR and based on agreed Template and Format, the Expert will be responsible for the following:
  • Prepare the  Report of the Public Session of the ACHPR;
  • Prepare a summary Report of the Report of the Public Session;
  • Summarize Statements of Keynote Speakers during the Opening Ceremony of the Public Session;
  • Take note of the main findings, conclusions and recommendations of Panel Discussions during the Public Session;
  • Take note of positive developments; concerns and recommendations of all segments of the Public Session;
  • Prepare the Follow-Up Actions Report of the Public Session.

Qualifications; Skills and competencies:

  • Master’s degree, preferably in the area of law ( Human Rights Law is an advantage), political science, international relations, social sciences or a related field;
  • Experience in Report writing;
  • Experience with or knowledge of the mandate of the ACHPR;
  • Proficiency in computer especially Microsoft Office applications;
  • Strong analytical, writing, and communication skills;
  • Ability to prepare and deliver succinct/unambiguous reports promptly;
  • Ability to multitask and work under pressure;
  • Ability to work and deliver under short deadlines;
  • Ability to respond positively to critical feedback.

Confidentiality/Disclosure of Information

  • The Expert will undertake to keep confidential information and other confidential materials to which the Report Writing gives access, as well as information provided during proceedings of the Public Session;
  • The Rapporteur shall, during and after the effective period of the Contract, treat as confidential and not divulge, unless authorized in writing by the ACHPR/Secretariat, any information obtained in the course of the performance of the Contract.

Remuneration:

The Expert will be paid a daily rate, per the African Union Financial Rules and Regulations which will be discussed with the successful candidate at the time of contracting.
