The position is located in the Office of the Special Representative of the Secretary-General on Sexual Violence in Conflict (OSRSG-SVC) in New York, in the Secretariat of the UN Action Against Sexual Violence in Conflict (UN Action). The incumbent reports to the UN Action Coordinator, and functions under the overall guidance of the Chief of Staff/Senior Policy Advisor of the OSRSG-SVC.
Responsibilities
Within delegated authority, the Programme Officer will be responsible for the following duties:
•Participates in the development, strengthening, and implementation of UN Action’s monitoring and evaluation procedures, including M&E of overall progress towards achievement of UN Action’s planned results and M&E of joint projects implemented by UN Action entities; monitors and analyzes programme/project development and implementation; develops risk-log; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
•Supports the review of project proposals for funding by the Conflict-related Sexual Violence Multi-Partner Trust Fund (CRSV-MPTF), plans and facilitates meetings of the Resources Management Committee; assists in developing results-based frameworks, monitoring and evaluation systems and action plans project entities will use to monitor activities and progress towards achieving project results.
•Assists in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies.
•Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.
•Prepares various written outputs, e.g. draft background papers, talking points, analysis, reports and studies, inputs to publications, etc. and in particular, prepares the Annual UN Action Progress Report.
•Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
•Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
•Participates in or leads field missions, including for project monitoring and evaluation, developing objectives, identifying and meeting with key stakeholders, gathering information, and drafting mission summaries etc.
•Coordinates activities related to budget and funding of the UN Action Secretariat and of projects supported through the CRSV-MPTF (programme/project preparation and submissions, progress reports, financial statements,) and prepares related documents/reports; monitors the status of funding of the CRSV-MPTF (UN Action window) and keeps track of deposits and expenditures;
•Performs other related duties as required.

Education
Advanced university degree (Master’s degree or equivalent degree) in business administration, management, political science, social science or law. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of five years of progressively responsible experience in project or programme management, and monitoring and evaluation (M&E) or related area is required.
Experience in grants management is required.
Experience in designing, implementing, and operating M&E systems from project/programme initiation to closeout stages is desirable.
Experience working on addressing gender-based violence is desirable.
Experience in planning and managing surveys is desirable.
Experience coordinating with UN entities on programmatic issues is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.
Special Notice

Appointment or assignment against this position is for an initial period of one year and renewal therefore is subject to the availability of funds.
