As the Registry’s senior official, the Registrar has overall responsibility for both the administrative and the judicial activities of the Registry, which comprises a workforce of 650, under the authority of the President of the Court.

Your role
As Registrar your role will focus on the key areas of judicial and administrative management of the Court and its Registry. In particular, you will:
- assist the Court in the performance of its functions and be responsible for the organisation and activities of the Registry;
- oversee the case-processing activities of the Registry, including the Grand Chamber;
- provide leadership and direction to staff by maintaining a harmonious and efficient working environment within the Registry so as to ensure that the Registry provides effective assistance to the Court;
- advise the Court on practice and procedure;
- determine the overall staff and budgetary policy; retain an overview of, and take decisions in, staff and budgetary matters;
- ensure the effective implementation of the Court’s communication activities, in accordance with the instructions of the Court, notably in relation to the media, the general and specialised public and other international and national courts;
- maintain contact and co-operate with the highest levels of authority in the Council of Europe, notably in relation to matters affecting staff and budget policy;
- represent the Registry and, on the instructions of the President, the Court.
What the Court is looking for
As a minimum, you must:
- hold a University degree in law, preferably equivalent to a master’s degree (2nd cycle of the Bologna process framework of qualifications for the European Higher Education Area) or above, obtained in one of the Council of Europe member States;
- have professional experience in the field of law and thorough knowledge of the procedure, practice and case-law of the ECHR;
- have extensive experience of the functioning of national or international judicial institutions;
- have extensive experience of administration and management at senior level, particularly managing staff and budgets, acquired in an international environment;
- have very good knowledge of the Council of Europe’s official languages (English and French);
- be a citizen of one of the 47 member States of the Council of Europe;

What the Council of Europe offers
- If successful, you may be offered employment at grade A7. You will receive a basic monthly gross salary of €12 700 which is exempt from national income tax. This salary may be supplemented by other allowances depending on your personal situation and you will be affiliated to a Council of Europe pension scheme. Under Rule 15 of the Rules of the Court, the Registrar is elected by the plenary Court for a term of five years and may be re-elected. He/she is appointed by the Secretary General of the Council of Europe in accordance with Article 26 of the Regulations on Appointments.
